Controversy Surrounding CCDB: Allegations, Investigations, and Academic Implications

Christian Commission for Development in Bangladesh (CCDB) has recently come under scrutiny for its alleged involvement in a series of corrupt practices and its attempts to influence academic administration at a prominent public university. This detailed report unpacks the layers of accusations, disputes, and the subsequent investigations launched in the wake of these events.

CCDB, a well-known NGO, has been embroiled in multiple legal cases concerning financial irregularities and attempts to misuse government projects.

Figures such as Juliet Keya Malakar, David Anil Halder, Edvin Barun Banarjee, Pankaj Costa, and David Deepak Das from CCDB have been named in various allegations, including efforts to bribe officials and exert undue influence for institutional gain. Interestingly, despite its external status, CCDB has shown considerable interest in the internal affairs of Jagannath University, reportedly targeting a respected Christian Professor, with accusations that many believe are rooted in personal and organizational motivation.

The allegations against Professor revolve around claims of illegal occupation of property belonging to the Ecumenical Christian Trust (ECT). Acting swiftly upon receiving a complaint from CCDB, the Jagannath University administration established an internal probe committee to investigate the accusations. However, questions have been raised by academic and administrative circles as to why an external NGO’s internal dispute should prompt such a significant response from a public university, impacting employment and administrative integrity.

According to a University official who preferred to remain anonymous, "All allegations are taken seriously, but this matter seems to fall outside the institution's usual purview. Nonetheless, CCDB’s active presence and repeated engagement on campus triggered a preliminary investigation." Notably, several academic and civil society observers have expressed concerns about the motives behind CCDB’s actions, noting the NGO’s own troubled history with allegations of corruption. Critics argue that the university’s willingness to act on CCDB’s accusations may risk institutional impartiality, especially when the accuser's reputation is itself under question.

No formal statement has yet been issued by that Professor, but confidential sources close to him maintain that the claims are unfounded and part of a calculated campaign to discredit him. They allege that CCDB’s attempts are not only baseless but are also intended to mask its internal misconduct. Furthermore, records suggest that Professor has countersued CCDB, highlighting the deepening legal conflict between the parties.

Meanwhile, calls have intensified among various stakeholders for a transparent and impartial investigation, free from political or institutional pressure. Many have noted that external, non-academic disputes should not interfere with the internal processes of a public university, particularly when they may tarnish the reputation of dedicated academics. The hope is that any inquiry will be conducted with the highest standards of integrity, ensuring that justice and fairness prevail for all parties involved.

Juliet Keya Malakar, David Anil Halder, Edvin Barun Banerjee, Pankaj Costa, David Deepak Das of the corrupt ‘NGO’ CCDB – have appeared in person at Jagannath University several times and lodged complaints against the professor.

They have become very enthusiastic about character assassination of a good Christian professor to hide their personal and institutional misdeeds.

The 'Juliet gang’ is showing great activity on the ECT issue to hide the immense corruption, money laundering, bribery trade of CCDB to get government work. Since they have no way to hide their own dishonesty and misdeeds, they have risen up to take the job of a professor from their own community. The professor has also filed several cases against them in this regard.
